What about encepholapathy? Does it go away after you experience it and are being treated for it? Or dose it ever go away at all? Do you ever stop drooling? Can it turn around? Does HCV therapy help.

If you have encephalopathy, then the implication is that you have advanced liver disease (cirrhosis). the symptoms can in most cases be controlled with medications and dietary restrictions, but it is in general a chronic condition. You should discuss the merits of HCV treatment with your doctor - in general for those persons with cirrhosis complicated by encephalopathy, treatment may be too risky.
